Die CIA-Agenten Palmer und Gagano kümmern sich um den Schutz eines Computerprogramms, das eine futuristische Großstadt steuert. Special Agent DT Gagano träumt davon, die CIA zu verlassen, um ein Geschäft mit seiner Frau Malin zu eröffnen. In der Nacht, in der er seinen Rücktrittsbrief verfasst, greift ein seltsamer Cybervirus das Betriebssystem der CIA an, seine Pläne erst einmal auf Eis gelegt. Gagano und sein Partner werden das System infiltrieren, um das Virus namens "Sowjetunion" auszurotten. Die Dinge werden jedoch nicht wie geplant verlaufen, denn das Virus ist viel komplexer als je erwartet und mit den dunkelsten Machtsphären verbunden. Es beginnt, in die reale Welt einzugreifen und obskure und komplexe, politische Verschwörungen zu entwickeln, Gagano, der gefangen in der virtuellen Realität ist , muss einen Weg gegen das Böse, auch um das eigene Überleben, finden, und entdeckt, dass nichts ist, wie es scheint.
